Yes it is, Before you purchase or use the printer, read the small printed wordings on the outer part of the box and checked if all the parts are included in the package. But you will also notice that printer cartridge only contained enough amount of toner or ink for the setup, this what makes it legal.

Most customer would not easily notice this and think that the amount of cartridge provided are in full. But, the truth is, it is only enough for the dry run (testing) process.
